Amanda told the judge the bong cops say she threw out of her apartment window last night was "just a vase." 9:30 AM PT -- Amanda has been formally charged with attempted evidence tampering, reckless endangerment and marijuana possession.8:52 AM PT -- TMZ obtained the criminal complaint from the incident ... which says a man in Amanda's building told cops he witnessed the actress smoking a joint in the first floor lobby. The report says an officer went to Amanda's room ... and saw a bong on the kitchen counter. According to the report, the cop -- wearing a "full police uniform" -- asked Amanda about the bong ... and that's when the actress flipped out. Our TMZ producer went on the hunt today and found the shattered glass on the 3rd floor of the building ... it's a sub-roof that can be accessed by using a ladder. An official in the building allowed our guy to check it out, and he found what looks like a bong -- small broken bits of glass, light and dark blue in color, with no markings and no broken bottle ends or tops. Some of the pieces of glass had what appeared to be black residue. Amanda has said she threw a vase out the window, but our producer says it doesn't look like a vase to him. As for the cigarette butts, our producer says they were scattered all over the sub-roof. A building employee told our producer cops didn't check the sub-roof during their investigation. The footage was shot by a self-described "fan" who tells us he noticed Bynes wandering around aimlessly ... sporting huge sunglasses and a brown wig ... and decided to to strike up a conversation with her. The woman never denies that she's Amanda Bynes -- but when asked why she's in Buffalo, she repeatedly tells the photog, "We're not in Buffalo." fykeylicious 1,099 Report post Posted July 23, 2013 AMANDA BYNES Hospitalized by Police On 5150 HOLD Amanda Bynes is currently hospitalized on a 5150 hold ... after starting a small fire in the driveway of someone's home Monday night ... TMZ has learned. Law enforcement sources tell us the fire department responded to the home in Thousand Oaks, CA last night ... and called the sheriff's department after finding Amanda standing in the driveway next to the campfire. Sheriff's deputies questioned Amanda about what she was doing, and why she was doing it -- and based on her answers they determined she needed to be hospitalized on a 5150 hold. A 5150 hold is an involuntary hospitalization for mental evaluation. She can only be held for 72 hours though. 8:35 AM PT -- TMZ just spoke to the woman whose driveway Amanda built the fire on, and she tells us, she had no idea what was going on until cops knocked on her front door. She says cops asked her, "Do you know anyone by the name of Amanda Bynes, or why she would have some vendetta against you?" She said no ... not surprising because the woman is elderly. Cops then described to her that there was a young lady in her yard, who had lit a fire and was carrying a "little red gas tank." The homeowner says cops told her Amanda had burned part of her clothing. And just to give you an idea of what Amanda looked like yesterday, these photos were taken at Bloomingdales in Santa Monica just hours before the hospitalization ... around 5pm. (click links below for photos) Cops confronted Amanda Bynes outside a retirement community after she got into an argument with a cab driver Sunday night ... TMZ has learned. According to the cab driver ... Amanda was trying to get into an old folks home in Thousand Oaks -- outside L.A. -- when management at the place turned her away because they felt she was drunk and accused her of trespassing. However, the retirement community was nice enough to call a taxi for Amanda -- but when she got into the cab she said ... "Get me the f**k out of here ... I don't have any money." Naturally, the driver kicked her out at that point. We're told Amanda walked back toward the retirement community ... and that's when cops were called. There's no record of Amanda getting arrested ... so, we're guessing she might have only been ticketed, possibly for trespassing. Amanda grew up in Thousand Oaks -- and owns a house in nearby Calabasas. The cab driver tells TMZ ... he was told Amanda was at the retirement village to visit a relative. I know California is tough, but when you start setting fires it's a lot easier Does not matter if her family comes or not in terms of how long they will hold her. And her family can't really do anything to "help" anyway - I'm sure they would have long ago if there was anything they could actually do. Her family stepped back and stopped getting her out of trouble, stopped covering for her, stopped giving her money, stopped enabling her and that really is the tough love she needs, no matter how "cruel" some people think that is. You can't save someone that does not want to be saved. I get all bent out of shape when people blame the friends and family for not stepping in - they don't understand it does not work that way except in movies. But I'm sure you're right - she's an adult and there's not anything they can do at this point..... It depends on the situation - sometimes they want to interview the family members for history on the patient, but don't want the family to actually see the patient. The "I'm better/smarter/prettier than you" attitude of many mentally ill patients can be out of this world, throw celebrity on top of that and I'm sure Amanda's still blaming everyone but herself (unless she's moved into bargaining stage already).
